Research & Development leverages the expertise of Cleared Solutions consultants to investigate and develop state-of-the-art Capabilities in project management and information technology.
Three primary roles of R&D:
Development, marketing, and transfer of state-of-the-art technologies and intellectual assets Client support for technical assessments, surveys, and research development Collaborations and partnerships with peer corporations as well as national & federal government organizationsCleared Solutions works with clients to develop niche intellectual assets in one the most important national priorities, national security. A core area (and the initial focus) is the overlap of national security and information technology. Project management applications are also of strong interest.
Emerging R&D Products:
Visual Analytics is a research area and set of techniques for providing domain-specific human experts with cutting-edge visual representations of information. The combination allows the rapid development of new knowledge. Visual Analytics allow organizations to develop strategic plans while enhancing decision support capabilities. Cleared Solutions is producing two products in this area.
Automatically Finding Core Capabilities across Multiple Organizations:
Corporations are increasingly plagued with document overload. Cleared Solutions has developed a technique to automatically discover shared capabilities across multiple organizations based on a prototype that automatically scans and correlates their documents. Imagine a dashboard that shows the complete overlap of corporate capabilities just by analyzing a group of documents.
Visualizing Service Level Agreements:
Corporations tend to make agreements with their peer and partner organizations to provide specific services. In these agreements, companies make promises and guarantees with respect to the quality of their services. How does an organization manage a very large number of such service-level agreements? How does an organization know when the addition of a new agreement affects the ability to deliver on promises with respect to an existing agreement? Cleared Solutions has worked with a number of clients and currently holds a standard specification for service level agreements. Cleared Solutions is currently experimenting with the ability to develop a third-party web-based platform where service-level agreements can be managed in much the same way as eBay manages auctions.

Research and Development Manager
Dr. Blake served for 3 years as a Software Architect for the Office of Director of National Intelligence (ODNI), developing strategies for Enterprise Architecture and Service-Oriented Architecture and Transformation. Dr. Blake is concurrently the Associate Dean for Research and Full Professor of Computer Science in the College of Engineering at the University of Notre Dame. As Associate Dean, he oversees the $60+ million research enterprise for the College.
As a researcher, Dr. Blake has published over 110 refereed papers and been awarded over $7 million in sponsored research grants from the National Science Foundation, Defense Advanced Research Projects Agency, the Federal Aviation Administration, Air Force Research Lab, National Institute of Health, and others. Dr. Blake has a Bachelor of Electrical Engineering from Georgia Institute of Technology and a PhD in Software Engineering from George Mason University.
